Joseph Kelley is currently an international finance and budget consultant with a focus on training local government officials both nationally and internationally. Mr. Kelley has completed multiple assignments in Romania, Turkmenistan, Kosovo, Thailand, Suriname and Jamaica.

Formerly the Director of the Director of Training and Marketing for the Government Finance Officers Association (GFOA) from 1994 to 1997, Mr. Kelley was responsible for three successively more successful annual conferences, a doubling of the number of national seminars, and the introduction of videotape distribution and satellite teleconference delivery of training.

Before rejoining GFOA, Mr. Kelley was the first-ever Director of Budget and Finance for the City of Lawrence, Massachusetts from 1986 to 1989 where he established the city's first-ever integrated finance department.

Mr. Kelley's experience includes five years as Assistant Director of the Government Finance Research Center of the Government Finance Officers Association, where his role included writing, training and consulting with federal, state and local governments. While at GFOA, Mr. Kelley was staff to the organization's Committee on Governmental Budgeting and Management from its inception in 1981 to 1986.

Previous to his work with the GFOA, Mr. Kelley spent three and a half years as an Administrative Analyst for the City of Cambridge, Massachusetts and two and one half years as a Systems Analyst for one of the nation's largest direct mail computer companies.

Mr. Kelley's academic background includes a Bachelor of Science from Boston College and a Masters degree in Mathematics from the University of Arizona as well as ten years of college teaching. He is the author of GFOA's best-seller "Costing Government Services: A Guide for Decision Making" and is a frequent writer, speaker, and trainer in the areas of costing government services and governmental budgeting.
